Ladies and Gentlemen,
Thirty-six days ago, my wife and I stepped on this beautiful land with curiosity and excitement. I want to share with you our first impression of this island.
It was a Saturday afternoon. When the car was running from airport to the city along the Kingston Harbor, we saw very little traffic on the road. But the distant Blue Mountain suddenly caught our eyes. The mountain peaks were partly hidden in a mist. And nearby the sea was so calm, looking like a lake, or rather a big mirror. Oh, what a fairyland!
Usually we find such scenery of enchanting beauty in the traditional Chinese paintings. But not much in reality! At that time, the great discoverer Christopher Columbus's name flashed into my mind. I had to echo the precise comments he made some 600 years ago when he first set eyes on Jamaica: “It is the fairest island eyes have beheld”.
To be honest, we fell in love with Jamaica at our first sight. I knew then and there that we were posted in a wonderful country. Now having looked around in the country and made some initial contacts with its people, we feel all the more happy for being able to spend some years in this New World made up of picturesque landscape, friendly people and splendid culture.
Tonight we’d like to take this opportunity to share our emotion with all of you and to officially say hello to Jamaica--- the land of “wood and water”. This is a land of pride with highly respected National Heroes. This is a land of art with world-famous musicians and dancers coming forth in large numbers. And this is a land of sports blessed with many first class athletes.
Perhaps, for us, to say thanks is more appropriate than just to say hello. We should thank many Jamaican friends from both within and without the Government and those from all walks of life, who have, for years, made valuable contributions to the smooth development of Sino-Jamaican relations. As the new Ambassador of China, I want to express my sincere wish to work more closely with you to bring our relationship to a new high.
Our thanks should also go to the local Chinese Community represented by CBA, CCA and CFS as well as other fellow Chinese having come here in more recent years.
I know most of you are the 3rd or 4th generation Chinese born in Jamaica, and you have been living in harmony with people of other ethnic groups. While contributing your share to the social progress and economic development of this country, you have always been in support of efforts to strengthen the friendship between Jamaica and your motherland. The year 2004 will mark the 150th anniversary of the Chinese arrival in this land. My Embassy will certainly get involved and join you in celebrating this great event.
Ladies and gentlemen,
There is a famous line from a classical Chinese poem, which reads as follows: “Bosom friends afar bring distant lands nearer.” Here I’d like to borrow this line to describe China-Jamaica relations. Although China and Jamaica are far apart geographically, yet the long-standing friendship between the two countries and two peoples has made us living like the next-door neighbors.
Jamaica will remain one of the most important cooperative partners of China in the Caribbean region, and China will remain one of the most reliable development partners of Jamaica. I am quite confident that our relations will surely grow from strength to strength.
Ladies and gentlemen,
I know to make long speech is unpopular, especially at the time when food is to be served. May I conclude by inviting you to raise your glass and join me in a toast.
To the friendly relations and cooperation between China and Jamaica.
To the prosperity of Jamiaca.

根据《维也纳外交关系公约》,各国都可以拥有并派遣“外交信使”,作为在本国政府,驻外使领馆间传递外交文件邮袋的使者。外交信使在持有官方文件执行职务时,不受任何形式的搜查、逮捕或拘禁,享有人身不可侵犯权和完全的外交豁免权,这正应了那句老话--“不斩来使”。
大学毕业后进入外交部,我有幸成为一位外交信使,到过近一百个国家出差。对于刚刚走出校园大门不久的我,有机会得以行万里路,周游列国,增长见识,开拓眼界,实在是人生的一大幸事。在几年的信使生涯中,工作之余,既饱览全球各地风情,名川大山,也去过普通游客很少涉足的亚非拉美偏远小国,亲历目睹了许许多多的奇闻趣事,大大丰富了我的阅历。兹将几桩趣事记录于此,与大家分享。
外交信使生涯轶事拾遗(之一)
1985年春节之前,我和老信使孙春业结束尼泊尔、斯里兰卡和马来西亚等国的东南亚之行,在曼谷度过大年初一,急切地准备赶回北京过年。
不料,行前被民航工作人员告知机票被取消,原因是航班上有“要要客”(VVIP)乘机。我们归心似箭,闻讯后不愿推迟,随即与民航代表处据理力争,称我们也是要要客,重任在身,必须完成任务,如期回京。几经周折,民航代表处终于保留了我们的座位。

大年初二,乘着亚热带和煦的春光,我们驱车来到廊曼机场。一上飞机,走进头等舱,就看见两位气度不凡,皮肤皙白,体型富态的中年人,一人一排,正在看报,似乎有意遮挡着脸,靠窗坐在头等舱的一侧,与坐在中间一排的几位肤色黝黑,个头矮瘦的典型东南亚年轻人,形成鲜明对比。等我们在与他们相对的另外一边靠窗落座,开始品尝空姐送上的清凉冷饮时,我们扭头细看,才发现这两位看上去更像华人的乘客,原来不是别人,正是大名鼎鼎的“红色高棉”的领导人波尔布特和英萨利。那几位柬埔寨年轻人,显然是他们的警卫人员,仿佛形成一个保护圈,坐在他们周围。整个头等舱内,除了波尔布特一行,就是我和老孙两人。
飞机很快起飞,一路上波、英两人一言未发,或低头看报,或闭目养神;他们的随从更是沉默寡言。几个小时的飞行就这样在沉闷中度过。飞机刚刚落地,就有人登机,将他们迎接下去了。由于我们是唯一一波同行的VVIP,自然紧随其后下了。等我们开始走下舷梯时,看到波尔布特一行,乘着一辆考斯特专车,已经绝尘而去。
这就是我多年前信使生涯中的奇遇之一。
外交信使生涯轶事拾遗(之二)
记得是1989年1月的一个的傍晚,我们从约旦起飞,准备前往下一站伊拉克首都巴格达。与我同行的是川籍老信使田湘,老田为人谦和,幽默有趣,我俩相互照顾,配合默契,经常用四川话说笑,一路上轻松愉快。在约旦期间,去过与以色列遥遥相望的死海游泳,体验“永不沉沦”水上躺平漂浮;还驱车二百余公里,去到深藏在沙漠里的世界文化遗产佩特拉古城,领略了阿拉伯特有的罗马式建筑,气势恢宏,印象深刻。

一到安曼机场,我们立刻有了一种与观光旅游时迥然不同的异样感觉,到处是荷枪实弹的军警人员,安检比平时要严格得多。担心安检升级,会耽误我们登机,于是我们决定不去头等舱休息室,直奔登机口。半道上,有一位个头高大的洋人友好地与我搭讪,听说我们是要飞往巴格达后,用浓重的澳大利亚口音大声笑道“真勇敢!“(Courageous men!)。真是过五关斩六将,经过层层安检,我们终于登上了预定的波音737约旦皇家航空公司(Royal Jordanian Airlines)RJ812号航班。
安顿落座后,漂亮端庄的约旦空姐,和蔼可亲地给我们送上湿毛巾和香槟饮料。我则一如往常,先抓了一本装帧精美的航空杂志,埋头翻阅起来。 此时,坐在里座的老田突然用胳膊肘捅了我两下,并用四川话轻声对我努努嘴说“法特,法特”。我被搞得莫名其妙,但顺着他的目光一抬头,顿时惊呆了,那位头戴标志性提花头巾的阿拉法特,在几个保镖的前呼后拥下,匆匆从我身边疾步而过。有趣的是,这位赫赫有名的巴勒斯坦解放组织主席并没有在头等舱停留,而是径直往经济舱方向往后走去。阿拉法特及其随行刚刚步入机舱,机组人员迅速关上了舱门,飞机旋即开始向跑道滑行。
这时老田和我相视一笑,低声说道,这下完了,我俩只能听天由命了,要是以色列情报机构摩萨德掌握了阿拉法特此行的信息,搞不好就得陪着他一同去见真主了。但我又禁不住好奇,很想去面对面,好好看看这位叱诧风云、可能获诺贝尔和平奖的传奇人物。飞机起飞后不久我就起身走向经济舱,没想到在头等舱与经济舱的接口处被一位保安人员拦住,不让我过去,只好悻悻然返回座位。飞行中,我发现阿拉法特曾经到头等舱上过一次厕所,但也都有保镖守护在侧,无法靠近。
我们此行,正值第一次海湾战争前夕,中东地区局势风云变幻,各种有关可能开战的谣传甚嚣尘上的特殊关头。侯赛因国王在位的约旦是当时中东地区可以斡旋于阿拉伯世界和西方各国之间的重要和平力量,萨达姆大权独揽、一手遮天的伊拉克则是该地区最大的安全威胁;处在与以色列最前沿的巴勒斯坦的地位极其特殊微妙。
尽管我们对当时的中东政局的背景知之甚少,但突然间与巴解组织领导人如此近距离相遇,置身同一架飞机,顿时真切地感受到世界之小,地球上任何一个角落发生的事情,似乎都可以和我们每个人息息相关,密不可分。
约旦与伊拉克比邻,不到一小时的飞行,还没有等我们把香槟和坚果小吃消灭,就在这样的浮想联翩中匆匆过去了。飞机穿过夜幕,平稳地降落在了巴格达机场。我们收拾好行李,正起身等待机组人员开门,发现阿拉法特蓦然站在我身边,这位神秘莫测的风云人物,个头不高,笑容可掬,显得是那么平和平常。我跟他对视一笑,很自然地相互握了一下手。他的手竟是如此的纤细,仿佛是女人的一样柔软,完全不像四处组织武装暴力的领导人。这时机舱门打开了,阿拉法特被引导簇拥着首先走出机舱,有人已经在门口等候,我们猜想可能是萨达姆的儿子或是萨达姆最信任的高官。
这就是我多年前信使生涯中,又一次极具戏剧性的奇遇。
外交信使生涯轶事拾遗(之三)
环球旅行总是让人感到获益匪浅,又会出人意外,令你在若有所“失”中重获你曾经在书本上学到的知识。今年,我的生日便是在不同的国际时区变更线之间穿梭往来中悄然“丢失”了。
笔者生于29年前的7月28日。 29个春秋过后,有幸有机会飞越南太平洋,作大洋洲之游。7月27日晚新西兰时间22时许,我告别了这个水草肥美,小巧富庶的岛国,由奥克兰飞往西萨摩亚。
经4小时飞行后,抵达西国首都阿皮亚,这时时光倒流,我的日历上显示时间回到了凌晨2时。原来,新西兰位于国际日期变更线以西,西国则处在变更线以东,两地时间有整整一日之差。
稍事休息,东方既白,我便乘着游兴开始驱车饱览西国风光。由于西萨摩亚是波利尼西亚群岛中一个仅有16.2万人口、陆地面积2934平方公里的蕞尔小国,仅一日功夫便“周游”了全国。

尽管如此,西国那一望无垠的椰林沙滩,健美淳朴的萨摩少女,清澈可人的天然浴池……却令人流连忘返。遗憾的是,时值当地冬天旅游淡季,航班有限,只好选乘当晚22时的班机,赶往下站—斐济。
经过3个多小时的飞行,“太平洋航空公司”轻盈玲珑的螺旋桨飞机穿过夜幕,又把我载回到国际日期变更线以西的斐济首都苏瓦,走下舷梯,苏瓦机场上高悬的大钟刚刚敲过了12下,斐济人的日历此刻翻到了公元1989年7月29日!
呜呼!我的生日,7月28日,就这样在这次匆匆的行程中“丢失”了。当然,我对此并无遗憾;相反,我仿佛因此永远年轻了一岁,我会永远欣喜地记起这个“丢失”了的生日。
