Beijing, 10/14/2025 – As part of a global day for the "Defense of Venezuela Against the Multidimensional Aggression by the United States Government," the Embassy of the Bolivarian Republic of Venezuela in the People's Republic of China in Beijing gathered representatives in the "Hugo Chávez" Hall. Attendees included officials from the Department of International Relations of the Ministry of Foreign Affairs, the International Department of the Central Committee of the Communist Party of China, the Diplomatic Corps, the China Institute of International Studies (CIIS), the Western Returned Scholars Association, think tanks, intellectuals, academics, political allies, and local, regional, and national media, as well as foreign correspondents.

The Beijing Declaration: "The Caribbean Killer," based on the "Clay Foot" narrative, was presented by Ambassador Remigio Ceballos Ichaso. "We are here on behalf of the constitutional President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, to issue a serious denunciation and alert about an event that threatens peace and sovereignty in the Latin American and Caribbean region," he began in his address.

"There is a killer lurking in the Caribbean who, in violation of the United Nations Charter, practices enforced disappearance, destroys small vessels, and kills people; endangering maritime security, blatantly violating the Rome Statute and international law in general; using force as a mechanism of foreign policy and disrespecting the sovereignty and independence of Venezuela," the Ambassador continued.

"They have used false arguments about Venezuela and relied on lies and falsehoods from treacherous political groups and former officials (...), blatantly lying with no evidence other than their own fabricated testimony."

"The false argument of the Cartel of the Suns is a fiction, repeatedly attempted against the Venezuelan state to fragment it and try to seize power by force."
"Personally, I was responsible for dismantling the criminal organization Tren de Aragua. Its structures, as outlined in the Palermo Protocol, were dismantled, and the majority of its leaders were captured, while very few fled the country," stated Ambassador Ceballos.
"This false narrative and broad-spectrum psychological operation, with multidimensional characteristics ranging from consciousness to the attempt to undermine material well-being conditions, is based on international disinformation."
"The war is against the Venezuelan people, against the Bolivarian National Armed Forces (FANB), and against our glorious history. Against the Liberator Simón Bolívar and the Victory at Carabobo, where the Sun of Carabobo and the symbol of Venezuelan military leadership were born. Look closely, what they are trying to do is destroy our national identity, and with it, the morale and sovereignty of our people," the Ambassador further elaborated in his denunciation.

Venezuela recently declared that it will fight and defend, alongside its people, the independence, sovereignty, and integrity of the homeland. It also recently requested before the United Nations Security Council: that the imminent danger to international peace and security posed by the current military escalation by the U.S. government in the Caribbean be determined; that necessary measures be adopted to prevent the situation on the ground from worsening further; and that a United Nations Security Council resolution be approved, in which all its members, including the United States, commit to respecting the sovereignty, independence, and territorial integrity of the Bolivarian Republic of Venezuela.
In this regard, Ambassador Ceballos Ichaso concluded by emphasizing that, in any case, "the strength of the people and the Bolivarian Armed Forces, united under the command of our President, will combat the threats and overcome all aggression."
Before concluding the event, both the media and representatives of institutions and organizations had the opportunity to view audiovisual documents supporting Ambassador Ceballos' arguments. Subsequently, they asked questions and exchanged viewpoints.
