High Representative/Vice-President Josep Borrell speaks to State Councillor / Foreign Minister Wang

The EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Josep Borrell, spoke on 23 November by telephone to the State Councillor / Foreign Minister of the People’s Republic of China, Wang Yi.

Their call was an opportunity to take stock of implementation of commitments reached at the EU-China Summit of 22 June 2020 and the EU-China Leaders’ video conference of 14 September 2020. The High Representative/Vice-President stressed the importance of delivering on what was agreed by the leaders, including as regards making significant progress on outstanding aspects of negotiations for a Comprehensive Agreement on Investment, namely in the areas of market access and sustainable development. Josep Borrell stressed the importance of progress in these negotiations for the overall EU-China relationship. The two also had the opportunity to take stock of important commitments made regarding climate action.

The High Representative/Vice-President expressed concern about the latest developments in Hong Kong. Josep Borrell reiterated the position of the European Union and stressed the importance for China to respect Hong Kong’s autonomy under the “One Country, Two Systems” principle.

High Representative/Vice-President Borrell informed State Councillor/Foreign Minister Wang Yi of the launch in October of a bilateral dialogue between the European External Action Service and the US State Department on China. High Representative/Vice-President Borrell stressed that the European Union will continue to pursue its policy on China based on the EU’s interests and values. Josep Borrell also emphasised that the EU remains committed to building a comprehensive relationship with China, again taking into account the EU’s interests and values and based on mutual commitment and reciprocity.

The High Representative/Vice-President and the State Councillor/Foreign Minister agreed to remain in contact.
